A proposed development in New Albany would be the first to conform to new hamlet standards in the city.

According to the city’s legislative report, Nona wants to build 40 flats, 142 townhouses and six single-family units on a little more than 23 acres, general business uses on 5 acres, with 4.4 acres being reserved for parkland.

Among the housing opportunities, 7.4 acres would be reserved for senior living.

City Council on July 19 approved a resolution and ordinance that spell out appropriate hamlet developments, essentially allowing single and multifamily units and encouraging active ground-floor uses, such as restaurants and shops that encourage pedestrian activity.

"I would say council and other boards worked very hard to develop the standards,” said Scott McAfee, spokesperson for the city.

Sugar Run Creek runs through the lower part of the property, the legislative report stated.

“The applicant proposes to activate parkland/open space around Sugar Run Creek to serve as an organizational element of the development and the text allows the applicant to install trails, benches and other amenities within this area to make it attraction for the entire New Albany community,” according to the legislation.

The matter was introduced to council Nov. 10 for a first reading.

“The Hamlet at Sugar Run will be a special and unique development that brings new opportunities for dining, entertainment, recreational, office and residential uses within a true mixed-use environment,” said Aaron Underhill, the attorney representing the developer.

“It is our expectation that this development will further enhance the community and continue to build on the many successes that the city’s master-planning efforts have brought to New Albany."

The application has been reviewed and recommended for approval by the Rocky Fork-Blacklick Accord Panel on Sept. 15 and by the New Albany Planning Commission on Nov. 7.

A second reading and public hearing likely should be scheduled Dec. 6, before City Council.
