A 26-year-old man has died 20 minutes after undergoing a medical examination at a military office to ascertain his fitness for military service, activist Pavlo Polamarchuk wrote on Facebook on Aug. 4.

Borys Hlushak, a resident of the village of Shyriaieve in Odesa Oblast, reportedly had a disability since childhood. However, military officers still handed Hlushak a mobilization summons and took him for a medical examination.

“He worked at the local market, earning a penny for a living. Hlushak was served with a summons, but immediately, as local residents write, he was ‘examined’ in 20 minutes. Having, of course, found him fit for military service (since he didn’t have $5,000-8,000), they ‘packed’ him and sent for enrolment.”

The specialized prosecutor’s office in Odesa is already investigating the circumstances of Hlushak’s mobilization and medical assistance.

“Criminal proceedings have also been initiated to investigate the possible negligence of personnel of the Berezivka territorial recruitment, and the social support center of Odesa Oblast,” the specialized prosecutor’s office stated.

The head of the Shyriaieve Central District Hospital, Valeriy Ben, told Ukrainian television service TSN.ua that he had a report from the military medical commission’s leadership regarding Hlushak.

“I have an explanatory note from the head of our military medical commission,” he said.

“Borys Hlushak wasn’t registered with a psychiatrist, narcologist, or neurologist. He didn’t seek medical help for schizophrenia, epilepsy, or mental disorders. He hasn’t sought medical help at all for the past five years. And he had no complaints at the time when he passed the medical commission.”

Ben added the medical death certificate he had been provided stated that Hlushak’s death was caused by cerebral edema (swelling of the brain – ed).
