JOHN KIRBY: It's Pyongyang. It's Kim Jong-un that is threatening security and stability on the peninsula and in the region, through his weapons of mass destruction and his nuclear program. And that's what we're focused on. That's what we want to see. When we talk about denuclearization, that's what we're talking about.

There's only one side here who is posing a threat to the region and to the peninsula, through its possession of and acquisition of weapons of mass destruction and nuclear weapons, and that's Pyongyang. And that's-- when we talk about denuclearization, that's what we're talking about.

The Secretary is concerned at the significant changes that have been taking place in the PRC's strategic forces. And he's also concerned about the lack of transparency by Beijing about what they're doing. We would certainly welcome greater transparency about both their intentions and their modernization program. But again, nobody's interested in seeing this result in conflict of any kind.
