Dominic Raab was grilled about The Independent's investigation into a Taliban-fighting pilot on the BBC's Today show.
The newspaper revealed that the Afghan military veteran is being threatened with deportation to Rwanda after coming to the UK.
He was forced to flee his country and young family - and did so on a small boat because he could find no safe and legal route.
Asked whether it was right that someone who worked alongside Nato allies should fall under the small boats deportation crackdown, Raab said: "That’s why we created a safe and legal route."
