Dover city election filing period begins: Here's who signed up so far and how to run

DOVER — Three incumbent Dover City Council members filed for re-election on Monday, the first day of the city’s fall election filing period, as well as four current School Board members.

Councilors Debra Hackett of Ward 4, Robert Warach of Ward 2 and at-large representative Linnea Nemeth are seeking second terms on the City Council, according to acting city clerk Colleen Bessette. Incumbent School Board members Michelle Clancy, Micaela Demeter, Margaret Fogarty and Robin Trefethen also filed.

Two other candidates filed for City Council on opening day: Anthony Retrosi, a Ward 3 resident who co-founded Atlantic Gymnastics Training Center and sits on the city’s ethics commission, and Ward 1 resident April Richer.

Residents Craig Fynn of Ward 5 and Elizabeth Goldman of Ward 2 also filed for School Board.

No candidates for mayor filed at the clerk’s office on Monday, though multiple ward moderators, selectmen and supervisors of the checklists filed for candidacy.

Two-term Mayor Bob Carrier recently said he is undecided if he'll run for a third term. Carrier said if he does run and is reelected, it would be his final term.

The city’s election candidate filing period will run until next Friday, Sept. 22 at 4 p.m. Dover’s election is Tuesday, Nov. 7.

Here's how Dover residents can run for elected seats

To run for election, candidates must file a written declaration of candidacy with the city clerk’s office while the filing period is open.

Candidates are required to be Dover voters, and candidates for mayor and the City Council must have lived in Dover for at least a year prior to the election. Candidates seeking to be elected to represent a specific ward must live in that ward.

Voters in each of the six city wards will cast ballots for their choice of mayor, two at-large city councilors, and one at-large School Board member. All voters will additionally elect a city councilor and School Board member from their ward. Other positions on the ballot will be election officers, including a supervisor of the checklist, a moderator, three selectpersons and ward clerks.

All elected positions are for two-year terms. The winners in the 2023 election will take office at the start of 2024.

Members of the Dover City Council and city School Board all receive a $1,000 annual stipend. The mayor and School Board chairperson receive an additional $200 each year, while the deputy mayor gets an extra $50 per year.
