Dover veteran, business owner seeks Republican line for Delaware's U.S. House seat

In what is becoming a crowded Democratic Primary, the race for Delaware’s sole U.S. House seat has attracted a Republican candidate out of Dover.

Donyale Hall, a 53-year-old veteran, business owner and mother of 10, said Tuesday she is seeking the Republican nomination for Delaware’s at-large U.S. House of Representatives seat.

The federal post went up for grabs when current U.S. Rep. Lisa Blunt Rochester, a Democrat, announced her bid in June for the U.S. Senate race – which opened up when U.S. Sen. Tom Carper announced plans to retire in late May.

Hall, a biracial African American woman who has run for political office before, said the platform she’s always run on resonates on any level.

She said she brings a “unique” perspective to the seat having served in the U.S. Air Force in support of Operation Desert Shield and Desert Storm; being a survivor of domestic violence; and understanding others who feel as though they have been forgotten or overlooked.

“I feel I bring unique vantage points to the things that I feel are problematic with our government,” Hall said. “I’m just continuing to forge a pathway that provides opportunity for people.”

Hall, who moved to Dover when her father served at the military base, unsuccessfully ran for Dover City Council earlier this year. She also ran for lieutenant governor on the Republican Party line in 2020 and sought the Republican nomination for State Senate District 17 in 2018.

Hall said beyond her focus on veterans, she also wants to assist with growing small business opportunities and improving the public education system.

“We have to have a fix for that,” Hall said of poor outcomes for children in public education systems. “Covid certainly made the situation dismally worse, and I feel if we don’t turn this around real soon we are going to lose another generation of children going through our education system.”

Delaware State Treasurer Colleen Davis, state Sen. Sarah McBride, and Delaware State Housing Authority Director Eugene Young have all announced their runs for the at-large U.S. representative seat on the Democratic line.
