New downtown 30-acre development plan includes shopping, housing — and baseball

Downtown Clarksville could soon be home to a baseball stadium, a retail shopping complex, dining and multi-family housing.

VP Riverside Development, LLC of North Augusta, South Carolina submitted plans to the Montgomery County Regional Planning Commission, which details a 30-acre "Vulcan Mixed Use and Entertainment District" proposal for downtown Clarksville.

At its July 25 meeting, the Montgomery County Regional Planning Commission unanimously voted to approve the plan. Now, the plan will go in front of the Clarksville City Council to vote on it.

The Vulcan Mixed Use and Entertainment District's vision book states that the plan is to create a "vibrant and engaging retail and entertainment district around a state-of-the-art baseball park." The proposal present a goal to bringing more entertainment and growth to the already fast-growing city of Clarksville with baseball and land used for community activities.

The 17-page vision book provided to the Planning Commission outlines key elements of the projects as:

  • Baseball park

  • Retail and dining

  • Hospitality and entertainment

  • Residential living

  • Pedestrian-friendly design

  • Sustainable practices

While not all specifics are known, the vision book lays out some details of the plans for the proposed development. Here's what we know about the project.

Vulcan Mixed Use and Entertainment District

The project would be on 30 acres, broken into three phases: multi-family residential, a baseball stadium and mixed-use.

There would be three primary entrances all located on College Street, down the street from APSU.

Phase 1

Phase 1 of the plan focuses on a residential area behind the proposed baseball field. The apartments would sit on 13 acres of land that would have:

  • 330 residential units

  • Multi-family amenity

  • Clubhouse

  • Pool

  • 510 parking spaces

Phase 2 and 3

Phases two and three would sit on 17 acres of land.

In the middle of phase 2, and at the heart of the project, is a baseball stadium and a roundabout.

Phase 3 of the project is retail and a hotel. According to the vision book, Phase 3 would provide 535 parking spaces to include:

  • A hotel

  • Brewery

  • Retail shopping

Walking and parking

Although there would be on-street parking on private roads, the plan shows potential parking a little further down College St.

The area is expected to have pedestrian-friendly walking spaces for those who are in the area, and getting to it with wide sidewalks, crosswalks and plazas.

Ties to Clarksville's history

The selected location for the project dates back to one of the oldest factories in Clarksville — the Vulcan Materials rubber plant.

The developer's proposal states that "the site has been a well-known property in the Clarksville community for many years. Throughout its history, the property has been home to the Vulcan rubber plant facility dating back to the 1940s, with ties to Fort Campbell as a part of the equipment supplied to U.S. Army troops."
