Duncan executive session sees no action

May 12—A routine Duncan City Council meeting wrapped up quickly but members stayed in their chambers for a lengthy executive session as part of the Duncan Economic Truth Authority meeting Tuesday that ultimately saw no action taken.

In opening the meeting, Mayor Armstrong first read the consent agenda, which saw four guns surplused for retiring officers.

Following consent agenda approval, the City Council then turned attention to pay request 4, totaling $68,291.03, to D. Owen Construction, LLC for work on the Claridy Creek drainage improvement project.

Assistant City Manager Kenzie Wheeler, filling in for absent City Manager Kim Meek, told the council they originally approved the work on Oct. 12, 2021.

"Council approved the bid for drainage improvements to Claridy Creek in Memorial Park," Wheeler said. "The work consists of placing gabion baskets in areas to protect the parking lot, bridge and sidewalks from erosion. The pay request represents 95% of the total contract."

Councilwoman Patty Wininger asked why the charges were out of order, which was unknown at the time, but the amounts were confirmed to be correct.

The measure passed unanimously and the board exited the council meeting before convening the Duncan Public Utilities Authority meeting, which only saw one item on the agenda.

The board unanimously approved pay request 35 to Freese and Nichols for $29,952.05 for services on the Clear Creek Lake Dam Spillway replacement projects.

After adjourning that meeting, the board convened for a special meeting of the Duncan Economic Development Trust Authority.

The meeting only had one agenda item as well: executive session.

According to the agenda, the executive session as in regards to discussion about "confidential communications between the city attorney, chairman and trustees, and the general manager concerning a potential or cause of action involving the City of Duncan ... and the Duncan Area Economic Development Foundation."

After a length executive session, the trust authority took no action.

Duncan City Council will convene again at 5:15 p.m. on May 24 at Council Chambers, located inside Duncan Police Department.
