Dutchess Legislative map redrawn; See how your district is expected to change

Residents in the Village of Pawling will be represented in a different legislative district in the next election cycle.

So will those in Rhinebeck north of the village and western LaGrange.

Pleasant Valley, a town of roughly 10,000 residents, will be split among four representatives.

Dutchess County’s Independent Reapportionment Commission recently submitted its map, rewriting the legislative landscape in the county in accordance with the most recent U.S. Census totals.

The full impact of the new map is yet to be determined. While the lines for all 25 legislative districts have been redrawn − some more dramatically than others − the map only goes into effect with the next election, and legislators currently representing one district will have the ability to shift to run in another district if they choose.

While some districts appear largely similar to what they have been for years – the 19th and 25th in northern Dutchess, and the 16th, 17th and 18th in Fishkill and Beacon in particular − large swaths of districts like the 2nd and 13th in central Dutchess have changed.

Legislature leaders of both parties, though, expressed confidence in the independent group that redrew that map and did not immediately site any problematic districts.

“I trust that our Dutchess County residents who so willingly volunteered their time and energy to engage in this process did so thoughtfully, carefully, and based on data,” said Minority Leader Yvette Valdes Smith, a Democrat representing Fishkill and Beacon in the 16th.

Majority Leader Will Truitt, who represents Hyde Park and the Town of Poughkeepsie in the seventh district, said, "Regardless of what the partisan breakdown ultimately is in any of these newly drawn districts, I know we can compete and win in any of them."

Legislature seats carry two-year terms, with the next election scheduled for 2023.

Dutchess’ Legislature has had a Republican majority for the last 15 years, despite Democrats holding an edge in registered voters in most existing districts. That majority grew in 2021, with Democrat representation shrinking from 10 seats to eight.

The legislative maps get redrawn in each county with the official census count every 10 years. While the maps have previously been redrawn by the Legislature itself, the county created the independent commission, or IRC, to handle the lines moving forward.

“We were able to create a new commission, get reapportionment done, and continue with the business of the county,” Legislature Chairman Gregg Pulver, whose 19th District covers much of northern Dutchess, said in a statement. “The independent IRC model will serve us well going forward, and will ensure an unbiased reapportionment process to uphold electoral integrity in Dutchess.”
