Duval schools’ supervisor of professional standards office reassigned, is under investigation

A Duval County Public Schools employee has been reassigned, pending the results of a professional standards investigation.

DCPS said the employee is Reginald Johnson, the supervisor of the district’s professional standards office.

This reassignment comes one day after a scathing letter from Florida Education Commissioner Manny Diaz, calling the district’s delay in reporting dozens of incidents of teacher misconduct at other schools “completely unacceptable.”

The letter references DCPS first reporting 50 cases on Friday, spanning the past few years, that were not previously reported.

DCPS released the following statement on Johnson’s reassignment:

“The supervisor of our professional standards office, Reginald Johnson, has been reassigned pending a professional standards investigation.  As with all such investigations, the presumption of innocence applies. While this is an active investigation, you are welcome to request any public records available to you.  Please submit those requests to PRR@duvalschools.org.”

Greene released the following statement on Diaz’s letter on Tuesday:

“I was surprised and angered to learn from Commissioner Diaz that our office of professional standards apparently was in possession of 50 delinquent case files, which they recently sent to the state office of professional practices.

“Our most recent state operational audit reviewed the effectiveness of board policies and district procedures in investigations and reporting of ethical conduct of instructional personnel and school administrators. There were no audit findings on this topic in the January 2023 report. Therefore, until receiving the commissioner’s letter, I had no indication that we were out of compliance with any file.

“I agree completely with the commissioner that delays in reporting cannot be tolerated. We will look into this matter further and take appropriate action following our review.”

The school board is scheduled to hold a special meeting on Wednesday and School Board Chairwoman Dr. Kelly Coker said the incident reporting issues will be part of the discussion.

Meanwhile, sources tell Action News Jax’s Ben Becker that attorneys for Greene and the City of Jacksonville Office of General Counsel have been negotiating separation agreement terms since last week.

It could see Greene announce her early retirement and exit from the district as the school board is scheduled to hold a special meeting on Friday about her future. Greene has come under fire amid the Douglas Anderson teacher scandal.
