A Halligan tool is a forcible-entry tool.

The focus of this request is to better equip the Eldridge Police Officers who respond to riots or active shooters in any public place. Officers will train with this new equipment and will now be better equipped to respond to situations in and around their city when requested by other agencies, the release says.
