Election 2023: What to know about voting in Chemung, Steuben and Tioga counties

On Nov. 7, voters in Chemung, Steuben, and Tioga counties will cast ballots for candidates seeking local, county and state offices in the 2023 off-year election.

The general election will also include ballots on propositions in some voting districts.

Some countywide seats in Chemung, Steuben and Tioga counties are up on election day, as well as candidates running for various city, village and town offices.

In Elmira, incumbent Mayor Dan Mandell, a Republican, is being challenged by Democrat Jim Hassell. City Council seats are also up for election. Countywide races in Chemung include uncontested races for sheriff, district attorney, treasurer and county court judge.

In Steuben County, Republican Alison Hunt and Democrat Joe Tobia will face off to represent the City of Corning on the Steuben County Legislature. At the City Council level, incumbent Democratic Fourth Ward Councilman Marshall Hyde will face Republican candidate Lisa Illig Hohman.

In Chemung and Tioga counties, the State Supreme Court Judge, 6th Judicial District, is on the ballot. In Steuben County, the State Supreme Court judge, 7th Judicial District, is on the ballot.

Here's what to know about voting in the Nov. 7 general election.

Deadline to register to vote in Nov. 7 general election

Applications must be received by a board of elections no later than Oct. 28 to be eligible to vote in the general election.

Residents may register at local board of elections or any state agency participating in the National Voter Registration Act, on any business day throughout the year.

Residents in Chemung, Steuben and Tioga counties may visit their county Board of Elections websites for online registration and other options.

Voting hours, polling places in Chemung, Steuben and Tioga counties

Voting hours are 6 a.m. until 9 p.m. across New York state on Election Day.

Every registered voter is assigned a specific polling place and district where they are to vote. Polling sites are determined by where a person lives.

Boards of election can answer questions about where to vote and information is also available by visiting the state Board of Elections portal.

When does early voting begin for the 2023 general election?

Voters can cast their ballots prior to election day in New York state. Early voting for the general election runs from Oct. 28-Nov. 5.

In Chemung County, early voting is located at the Chemung County Board of Elections, 378 S. Main St., Elmira. The building is accessible to voters with physical disabilities.

In Steuben County, early voting sites are located at the Hornell Arts Center, 56 Broadway; the Southeast Steuben County Library, 300 Civic Center Plaza, Corning; and the Steuben County office building annex, 20 E. Morris St., Bath.

In Tioga County the early voting will be at the Tioga County Board of Elections, 1062 State Route 38, Owego.

How to vote by absentee ballot in the Nov. 7 general election

New York state voters may cast absentee ballots if they can’t make it to the polls on election day, but there are important deadlines to keep in mind.

Oct. 23 was the last day for county boards of election to receive absentee ballot applications by letter, fax, or through the absentee request portal.

Nov. 6 is the last day to apply in person for an absentee ballot and absentee ballots must be postmarked by Nov. 7. Those ballots must be received by the local board of elections no later than Nov. 14.

Military voter ballots must be received no later than Nov. 20.
