Enfield warehouse gets PZC approval to expand

Nov. 22—ENFIELD — The owner of a warehouse and distribution center at the corner of Moody and Taylor roads is planning to expand his facility with a 13,900-square-foot addition.

The Inland Wetlands and Watercourses Agency last week unanimously approved an application from Jeffrey Mitchell, principal of Top Knot LLC and owner of International Configurations LLC, which makes international wiring devices, for a permit to build the addition onto his existing 28,000-square-foot facility.

Ben Hildebrand of Sage Engineering in Westfield, Massachusetts, appeared before the agency on Mitchell's behalf. According to his summary of the project, the structure would be a pre-engineered metal building built off the west side of the existing building at 210 Moody Road in an area that was reserved for a future addition.

Hildebrand said the project was shown on an original plan submitted to the town in 2007 and approved with a portion of the addition flagged as within the 100-foot upland review area.

As a result, he said, fencing would be installed around construction of the addition and straw beds would be installed to protect existing catch basins and swales.

In response to comments from the planning staff on the application, Hildebrand said the soil stockpile location and protective silt fence are now depicted on the plans, along with snow storage areas.

In addition, the erosion and sedimentation control installation maintenance will be in accordance with Connecticut regulations.

The agency asked that the application include details on lights that will be relocated from the current building to the back of the new one, all structures will be inspected annually and cleaned as necessary to ensure basins function properly, and all vegetated slopes and swales will be inspected twice a year prior to seeding seasons.

Hours of operation will be the same as the existing distribution system, as will the number of employees for the facility. Five additional parking spaces would be added per the town's zoning requirements.

The project has about 10,139 square feet of disturbance in the wetlands area. The application states there are no other feasible alternatives for where to put the addition, and that the spot was approved in the original application for the distribution center and warehouse.
