Evacuation from liberated territories in Kharkiv Oblast to be organized soon
Vereshchuk said that the authorities have an operational evacuation plan, but due to the lack of electricity and mobile phone communications, it isn't possible to convey this information to all people except face-to-face.
“We will use a door-to-door method…” she said. “The National Police, which carries out door-to-door checks and verifications of residents, will offer each of them an evacuation.”

Vereshchuk added that volunteers and local authorities will help draw up lists for evacuation. A chatbot will also be created through which it will be possible to sign up for evacuation. According to the Deputy Prime Minister, not everyone wants to leave, despite the shelling from the Russian invaders.
“Give me a few more days, and we will do the same (evacuation, following the example of Donetsk Oblast) in Kharkiv Oblast,” Vereshchuk said.
The deputy prime minister said that she was shocked by the destruction in the liberated territories of the Kharkiv Oblast and the horrific mistreatment that local residents had experienced. She stressed that the Russian invaders had been doing everything to prevent people from being able to live in these territories.
The Ukrainian army is liberating settlements in the east and south of Ukraine from Russian invasion forces. On Sept. 14, the Ministry of Defense clarified that since Sept. 6 (in a week), the defenders of Ukraine have liberated 388 settlements and about 8,500 square kilometers in Kharkiv Oblast.

On Sept. 19, President Volodymyr Zelenskyy stressed that the defenders of Ukraine were stabilizing the situation in Kharkiv Oblast, while the invaders were "noticeably panicking."
