FBI's 10 Most Wanted 2021 Fugitives With California Connections
CALIFORNIA — In 2021, FBI offices across California distributed these posters showing fugitives who are on the run. Some of the suspects are considered violent, others are wanted in connection with organized crime. Their whereabouts are unknown. Can you help track them down?
Omar Alexander Cardenas
Southern California
Cardenas is wanted for his alleged involvement in the August 15, 2019, killing of a man in a large outdoor shopping center in Sylmar, next to Los Angeles. It is alleged that he fired several rounds from a semi-automatic handgun at the victim, striking him in the head. A local arrest warrant was issued for Cardenas on April 3, 2020, in the Superior Court of Los Angeles County after he was charged locally with murder. A federal arrest warrant from the United States District Court, Central District of California, was issued for Cardenas on September 2, 2021, after he was charged with unlawful flight to avoid prosecution.
CESAR HUMBERTO LOPEZ-LARIOS
He has ties to North Hollywood, California, Mexico, and El Salvador.
Lopez-Larios is wanted for his alleged involvement in the direction of MS-13 activity in the United States, Mexico, and El Salvador. He is alleged to be among the most senior leaders of MS-13 worldwide. Lopez-Larios has been charged with several terrorism offenses for his alleged role in ordering numerous acts of violence against civilians, law enforcement, and rival gang members, as well as drug distribution and extortion schemes worldwide.

A federal arrest warrant was issued for Lopez-Larios in the United States District Court, Eastern District of New York, on December 16, 2020, after he was charged with conspiracy to provide and conceal material support and resources to terrorists, conspiracy to commit acts of terrorism transcending national boundaries, conspiracy to finance terrorism, and narco-terrorism conspiracy. He should be considered armed and dangerous.
RICHARD AYVAZYAN
Ayvazyan has previously lived in Tarzana, Los Angeles, Encino, and North Hills, California. He may be driving either a white 2004 Toyota Camry with California license plate number 5JYK335 or a white Range Rover with California license plate number 7ZAB185.
Ayvazyan is known to abuse drugs.
Ayvazyan and his co-conspirator (and spouse), Marietta Terabelian, are wanted for violation of their pretrial release in Los Angeles. It is believed that Ayvazyan and Terabelian are traveling together.
On October 20, 2020, Ayvazyan was charged federally by the United States District Court for the Central District of California, Los Angeles, with conspiracy to commit wire fraud and bank fraud.
On December 4, 2020, Ayvazyan was placed under pretrial release supervision at his residence. On or about August 29, 2021, Ayvazyan allegedly cut his tracking bracelet and fled his residence. He has not been seen or heard from since. A bench warrant was issued for his arrest in the United States District Court for the Central District of California, Los Angeles, on August 30, 2021, after he was charged federally with violation of pretrial release.
MARIETTA TERABELIAN
Terabelian has previously lived in Los Angeles, Encino, and North Hills, California. She may be driving either a white 2004 Toyota Camry with California license plate number 5JYK335 or a white Range Rover with California license plate number 7ZAB185.
Terabelian and her co-conspirator (and spouse), Richard Ayvazyan, are wanted for violation of their pretrial release in Los Angeles. It is believed that Terabelian and Ayvazyan are travelling together.
On October 20, 2020, Terabelian was charged federally by the United States District Court for the Central District of California, Los Angeles, with conspiracy to commit wire fraud and bank fraud.
On December 4, 2020, Terabelian was placed under pretrial release supervision at her residence. On or about August 29, 2021, Terabelian allegedly cut her tracking bracelet and fled her residence. A bench warrant was issued for her arrest in the United States District Court for the Central District of California, Los Angeles, on August 31, 2021, after she was charged federally with violation of pretrial release.
MALLIE MONTE EVANS
Last seen in Los Angeles. He has been known to visit Miami, Florida; Dallas, Texas; Philadelphia, Pennsylvania; Atlanta, Georgia; Las Vegas, Nevada; and Mount Laurel, New Jersey.
Evans is wanted for allegedly operating a multi-state prostitution operation. Evans allegedly sex-trafficked several victims using force, fraud, and/or coercion. He allegedly knowingly conspired and agreed to transport the victims in interstate commerce with the intent that the victims engage in prostitution.
On September 21, 2020, a federal arrest warrant was issued for Evans in the United States District Court, District of New Jersey, Trenton, after he was charged with sex trafficking by force, fraud, or coercion; conspiracy to transport an individual in interstate commerce to engage in prostitution; and interstate transportation for prostitution.
CHRISTIAN GARCIA
Southern California
Garcia is wanted for his alleged involvement in a drug trafficking organization operating out of the Harbor Area of Los Angeles. It is alleged that Garcia was one of several people who supplied large amounts of drugs to the Los Angeles area. A federal arrest warrant was issued for Garcia in the United States District Court, Central District of California, Los Angeles, after he was charged with conspiracy to distribute and possess with intent to distribute methamphetamine, fentanyl, and cocaine; possession with intent to distribute fentanyl, methamphetamine, and cocaine; and carrying a firearm during and in relation to a drug trafficking crime; and possession of a firearm in furtherance of a drug trafficking crime.
Hector Yair Sanchez
Southern California
Sanchez is wanted for his alleged involvement in a drug trafficking organization operating out of the Harbor Area of Los Angeles. It is alleged that Sanchez was one of several people who supplied large amounts of drugs to the Los Angeles area. A federal arrest warrant was issued for Sanchez in the United States District Court, Central District of California, Los Angeles, after he was charged with conspiracy to distribute and possess with intent to distribute methamphetamine, fentanyl, and cocaine; possession with Intent to distribute fentanyl, methamphetamine, and cocaine; and carrying a firearm during and in relation to a drug trafficking crime; and possession of a firearm in furtherance of a drug trafficking crime.
Luis Fernando Verdugo
Southern California
Fernando Verdugo is wanted for his alleged involvement in a drug trafficking organization operating out of the Harbor Area of Los Angeles. It is alleged that Verdugo was one of several people who supplied large amounts of drugs to the Los Angeles area. A federal arrest warrant was issued for Verdugo in the United States District Court, Central District of California, Los Angeles, after he was charged with conspiracy to distribute and possess with intent to distribute methamphetamine, fentanyl, and cocaine; possession with intent to distribute fentanyl, methamphetamine, and cocaine; and carrying a firearm during and in relation to a drug trafficking crime; and possession of a firearm in furtherance of a drug trafficking crime.
Alexander Zelaya Guerrero, Jr.
Southern California
Zelaya Guerrero, Jr. is wanted for his alleged involvement in a drug trafficking organization operating out of the Harbor Area of Los Angeles. It is alleged that Guerrero, Jr. was one of several people who supplied large amounts of drugs to the Los Angeles area. A federal arrest warrant was issued for Guerrero, Jr. in the United States District Court, Central District of California, Los Angeles, after he was charged with conspiracy to distribute and possess with intent to distribute methamphetamine; distribution and possession with intent to distribute methamphetamine; conspiracy; unlawful sale, transport, and transfer of firearm by an unlicensed dealer; and criminal forfeiture.
Oscar Humberto Gallegos
Southern California
Gallegos is wanted for his alleged involvement in a drug trafficking organization operating out of the Harbor Area of Los Angeles. It is alleged that Gallegos was one of several individuals who supplied large amounts of drugs to the Los Angeles area. A federal arrest warrant was issued for Gallegos in the United States District Court, Central District of California, Los Angeles, after he was charged with conspiracy to distribute and possess with intent to distribute methamphetamine; possession with intent to distribute methamphetamine; possession of a firearm in furtherance of a drug trafficking crime; felon in possession of firearm and ammunition; and criminal forfeiture.
