Florida's 60-day legislative session got underway this week, and hundreds of bills have been filed.

Here are some of the more significant bills being proposed or co-sponsored by legislators with ties to Volusia and/or Flagler counties.

'You ain't seen nothing yet':What Florida Gov. Ron DeSantis told lawmakers at opening of 2023 legislative session

Sen. Travis Hutson, R-District 7 (includes Flagler and portions of northern Volusia County)

CS/SB 200: Intercollegiate Athlete Compensation and Rights:

  • Revising requirements for athlete agents representing intercollegiate athletes for certain purposes;

  • Deleting requirements regarding the compensation that intercollegiate athletes may receive;

  • Deleting certain requirements for postsecondary educational institutions whose intercollegiate athletes seek to earn compensation or to have professional representation;

  • Requiring a postsecondary educational institution to conduct at least two financial literacy, life skills, and entrepreneurship workshops under certain conditions, etc.

Sen. Tom Wright, R-District 8 (includes portions of west, central and coastal Volusia County)

SB 800: Retail Sale of Domestic Dogs and Cats

  • Prohibiting pet stores from selling or offering for sale domestic dogs and cats;

  • Providing civil penalties, etc.

Rep. Stan McClain, R-District 27 (portions of West Volusia County)

HB 1069: Education

  • Defines "sex" for Florida Early Learning-20 Education Code;

  • Revises provisions relating to materials for specified instruction relating to reproductive health;

  • Provides additional requirements for instruction regarding human sexuality;

  • Provides district school boards are responsible for materials used in classroom libraries;

  • Revises provisions relating to objections of certain materials and process related to such objections;

  • Revises school principal, school district and district school board duties and responsibilities relating to certain materials and processes.

HB 439: Land Use and Development Regulations

  • Revises effect of special magistrate's recommendation;

  • Revises local governmental entity notification requirements;

  • Revises types of data that comprehensive plans and plan amendments must be based on;

  • Requires local government to submit affidavit for specified purposes;

  • Requires that EDR be sole publisher of specified estimates;

  • Revises elements that must be included in comprehensive plan;

  • Revises frequency at which local government must evaluate its comprehensive plan;

  • Prohibits local government from adopting plan amendments when it fails to meet certain requirements;

  • Revises exceptions to applicability of land development regulations relating to single-family or two-family dwelling building design elements;

  • Requires AG to audit county transportation trust fund.

Rep. Tom Leek, R-District 28 (includes portions of central and northern coastal Volusia County)

CS/CS/HB 1: School Choice (Leek is a co-sponsor)

  • Revises provisions relating to Family Empowerment Scholarship Program, Florida Tax Credit Scholarship Program, and part-time enrollment in public schools.

HB 1543: Minimum Age for Firearm Purchase or Transfer (Leek is a co-sponsor)

  • Reducing minimum age at which person may purchase firearm and age of purchasers to which specified licensees are prohibited from selling or transferring firearm.

Rep. Webster Barnaby, R-District 29 (West Volusia County)

HB 305: Protection of Medical Freedom

  • Prohibits Department of Health from requiring enrollment in state’s immunization registry or otherwise requiring persons to submit to immunization tracking;

  • Prohibits business and governmental entities from requiring individuals to provide proof of vaccination to gain access to, entry upon, or service from such entities;

  • Prohibits employers from refusing employment to, or discharging, disciplining, demoting, or otherwise discriminating against, individual on basis of vaccination or immunity status;

  • Revises purposes of Florida Civil Rights Act of 1992 to include discrimination protection for vaccination or immunity status.

Rep. Chase Tramont, R-District 30 (includes portions of coastal Volusia County)

HB 985: Video Cameras in Certain Public School Classrooms

  • Requires video cameras be placed in certain public school classrooms, including charter schools; and provides requirements.

  • Defines "self-contained classroom" as classroom in public school or charter school in which "at least one student in regular attendance is nonverbal and is provided special education services and is assigned to one or more such classrooms for at least 50 percent of the instructional day."
