Former Angry Ham's at 2 Beacon Street to get Brazilian barbecue restaurant

FRAMINGHAM — The former location of Angry Ham’s Garage bar and grill on Beacon Street will be reimagined in the coming months as Café Belo, a Brazilian barbecue restaurant.

Café Belo Corp. President Louis Costa, of Chelsea, and his son, Matthews Costa, of Framingham, were approved for an all-alcohol restaurant license and common victualer license after appearing Monday night before the city Board of License Commissioners.

Louis Costa's lawyer, Gregory Lucyniak, described him as an experienced restaurateur who has opened multiple restaurants and is currently working as a bar supervisor for another establishment.

Louis Costa estimated that Cafe Belo would open in four to six weeks. Matthews Costa, who is vice president of Café Belo Corp., according to documents filed with the city, will serve as assistant manager for the establishment.

According to meeting documents, the restaurant's menu will offer plated fare like sautéed meat plates with many options for sides including farofa, yucca flour toasted with onions and raisins, stir-fried okra and collard greens. There will also be daily specials, including Brazilian mahi-mahi fish stew on Fridays and pork ribs served with stir fried okra on Wednesdays.

The eatery will also offer non-alcoholic mixed drinks and may stock local craft beer.

The building, according to a recent real estate listing, has the capacity for almost 200 patrons, and also features a function room and conference room. It last changed hands in 2016 for $2.3 million, and is owned by Sharma Group, LLC, of Framingham.

The property also contains a 45-person outdoor patio, according to meeting documents.

The restaurant will operate from 11 a.m. to 1 a.m. daily. The original application submitted operating hours of 11 a.m. to 2 a.m. on Saturdays, but that was later amended after concerns were raised by Lt. Thomas McCarthy, the licensing bureau commander for the Framingham Police Department.

Multiple establishments in the city that have 2 a.m. closing times for liquor sales have a history of violations that have resulted in trips before the Board of License Commissioners, McCarthy wrote in a statement evaluating the application for Café Belo.

That includes two previous businesses that occupied the 2 Beacon St. site, Angry Ham's Garage and Beacon Street Bar & Grill, the former of which was featured on the reality television show "Bar Rescue" in 2011. Prior to that, the location was home to an upscale Japanese sushi restaurant, Michi Kusa, which closed around 2007.

McCarthy said a 2 a.m. closing would be a risk to public safety because Framingham has few public transportation and cab options for those who can’t drive after a night sampling the extensive wine, beer and mixed drinks at the establishment; additionally, he wrote, the rate of pedestrian fatalities does not make walking home a safe option, either.

Costa was amenable to the schedule change but said he hoped that after a year or two, they could discuss extending Saturday hours.

Board of License Commissioners Vice Chair Stuart Pologe suggested the commission reevaluate a 2 a.m. closing time down the road, “after proving the operation is running well and safely.”

There is no dance or band area planned for the restaurant, although Costa said he might go back before the board later so the restaurant can bring in local performers to serenade diners. In order to have performers, the establishment will have to submit an entertainment license application.
