Former city engineer in Framingham is leading Hopkinton's Dept. of Public Works

HOPKINTON — A former city engineer in Framingham is Hopkinton's new director of public works.

Kerry Reed started her new position on Monday, less than a week after the Select Board voted to appoint her on July 11, according to a press release from the town. She replaces Thomas Temple, who had served on an interim basis since May.

Before Temple, John Westerling held the post for 12 years; he's now director of public works in Natick.

“Kerry comes to the Town of Hopkinton with significant experience in directing and overseeing work for highway, water, sewer and environmental projects," Town Manager Norman Khumalo said, in a statement. "We are pleased to welcome her and look forward to seeing her excel in this position."

Reed's responsibilities include will overseeing and directing all administrative, leadership and managerial activities of the department, as well as strategic planning and development of the annual operating and capital budgets, according to the release. She also will oversee all plans for construction, reconstruction, maintenance, cleaning and repair of town infrastructure relating to roadway, sidewalk, traffic systems, water and sewer utilities, motor vehicle equipment and storm drainage systems.

Reed brings more than 20 years of leadership and technical experience, with about the last 10 years spent in municipal engineering for Massachusetts communities.

For seven years (2014-21), she was senior engineer for the Framingham Department of Public Works, followed by a stint as assistant city engineer from 2021-22. She provided support for long-term planning and prepared department budgets, was responsible for capital improvement projects and inspection programs, drafted policy and ordinances.

For the past year, Reed was assistant commissioner for the Department of Public Works and Parks in Worcester. In this role, she oversaw and directed all activities, staff and equipment of the DPW&P's Engineering Department. She was also responsible for the annual capital improvement program for the city's public infrastructure.

Prior to her municipal work, Reed was a senior engineer with AMEC Environment & Infrastructure Inc. and an engineer officer with the Army. During that time, she was awarded an Army Achievement Medal for project management for base realignment and closure.

Reed holds a master’s degree in environmental engineering from the Missouri University of Science & Technology and a bachelor’s degree in environmental engineering from the U.S. Military Academy. She also holds a certificate in local government leadership and management through the Massachusetts Municipal Association-Suffolk Program.
