Former Terrebonne sheriff's employee charged with having sex with work-release inmate

A former Terrebonne Parish Sheriff's Office employee has been arrested after authorities say she had a sexual relationship with a work-release inmate.

Angelle Hebert, 27, of Bourg, was arrested Friday on charges of malfeasance in office-sexual conduct prohibited with persons in the custody and supervision of the Department of Public Safety and Corrections, Sheriff Tom Soignet said in a news release. Hebert was in the Terrrebonne jail awaiting a bond hearing.

“This is a very disturbing incident, but no one is above the law," Soignet said. "As the leader of the Sheriff’s Office, I take it personally when a member of our team commits offenses which tarnish our oath, our badge and our dedication to our community. Despite the fact that these cases are not easy to investigate, this type of behavior will not be tolerated within this agency, and I know that our detectives will do what is needed to bring absolute justice in this case.”

Detectives with the agency's Criminal Intelligence Unit learned Wednesday about a possible sexual relationship between the former employee and an inmate in the Transitional Work Program, according to the Sheriff's Office. Inmates selected for the program are required to work at an approved job then return to the jail.

Hebert resigned from her position with the Sheriff’s Office on Sept. 16, the Sheriff's Office said. But detectives found she was having sexual encounters with the inmate while she was still a Sheriff's Office employee assigned to the work-release program.

The investigation found the two had sexual encounters at least twice at the inmate's place of employment, according to the Sheriff's Office. Detectives also found that Hebert and the inmate had communicated through social media platforms and that Hebert shared digital photographs "of a provocative nature."

Detectives brought the inmate in for questioning, and he confirmed his involvement in a sexual relationship with Hebert, according to the release. The inmate was immediately removed from the Transitional Work Program and remains in the parish jail.

Detectives then interviewed Hebert, who also admitted to the sexual encounters with the inmate and to exchanging messages with him, the Sheriff's Office said.

Soignet said the investigation continues.
