Former WVU professor indicted on 2 counts of federal program fraud

A former professor at West Virginia University has been indicted on two counts of federal program fraud.

According to court documents, Xinjian “Kevin” He, 41, was a professor in the university’s engineering department and allegedly embezzled federal grant funding.

He reportedly used the money to purchase clothes, furniture, home goods and electronics for his personal use.

According to the Department of Justice, the indictment was returned in November 2020 but remained sealed because He fled the country.

He was arrested on Sept. 26, 2023, when he entered the United States from Canada.

During a hearing in Clarksburg, a motion to detain He until trial due to being a flight risk was granted.

If convicted, He faces up to 10 years in prison for each count of fraud.
