Four charged in Cumberland County human trafficking investigation

CAMP HILL, Pa. (WHTM) – Four people have been charged in a national human trafficking investigation involving stolen personal records.

The Camp Hill Police Department says the “Felony Lane Gang” comes from the southern United States and breaks into vehicles to steal bank documents and driver’s licenses. The group then goes into high drug areas such as Kensington in Philadelphia and recruits individuals to withdraw money using the stolen documents in exchange for drugs.

The group is accused of stealing anywhere from $2,000 to $20,000 a day for multiple weeks using stolen documents.

Four arrests were made in connection to an April 6 incident at the MidPenn Bank in Camp Hill.

Raynard Spence of Hallandale Beach, Florida is facing charges in Cumberland County including involuntary servitude, trafficking in individuals, and conspiracy. He has been held in the Cumberland County Prison since June 30, 2023, on $1 million bail.

Changes made to Pennsylvania’s dog law

Ronisha Gamble, also of Hallandale Beach, is facing multiple conspiracy charges and is free after posting $49,000 bail in November 2023. She is facing a formal arraignment on February 26.

Kevin Miller, who police say is incarcerated in Georgia, and Devon Stuart, who is incarcerated in Tennessee, are both facing charges including trafficking in individuals, kidnap to facilitate a felony, and conspiracy.

Miller and Stuart will be extradited to Pennsylvania to face those charges.

Camp Hill Police says the ongoing investigation involves the FBI, New York State Police, the U.S. Marshals, and local police in Tennessee, Illinois, and Florida.
