WASHINGTON/MOSCOW (Reuters) -U.S. President Joe Biden called on Russian President Vladimir Putin on Tuesday to reduce tensions stirred by a Russian military build-up on Ukraine's border and proposed a summit of the estranged leaders to tackle a raft of disputes. Russia's defense minister said Tuesday that the country's massive military buildup in the west was part of readiness drills amid what he described as threats from NATO. Defense Minister Sergei Shoigu said the maneuvers in western Russia that have worried neighboring Ukraine and brought warnings from NATO would last for another two weeks. Speaking at a meeting with the top military brass, Shoigu said the ongoing exercise was a response to what he claimed were continuous efforts by the United States and its NATO allies to beef up their forces near Russia's borders.
Paul Flores was the last person seen with Kristin Smart before she vanished from a college campus on California’s scenic Central Coast nearly 25 years ago and suspicion has followed him ever since. San Luis Obispo County Sheriff Ian Parkinson said arrests came after a search of the elder Flores' home last month using ground-penetrating radar and cadaver dogs turned up new evidence linked to Smart's killing, though her body has not yet been located.

When hotel director Calvin Lucock and restaurant owner Unn Tove Saetran said goodbye to one of the last groups of migrants staying in one of the seaside resorts they manage in Spain’s Canary Islands, the British-Norwegian couple didn’t know when they would have guests again. The Spanish government — struggling to accommodate 23,000 people who disembarked on the islands in 2020 — contracted hundreds of hotel rooms left empty due to the coronavirus travel restrictions. The deal not only helped migrants and asylum-seekers have a place to sleep, it also allowed Lucock to keep most of his hotel staff employed.

In a nationally televised press conference, Rutte said hospitals in the Netherlands are as crowded with COVID-19 patients now as they were during the first wave of the pandemic last year and that it would be irresponsible to relax the country’s months-long lockdown now. The government had previously said it hoped the first relaxation could have started April 21, but Rutte said that was too soon.
In the first day of defense in the murder trial of Derek Chauvin, his attorneys argued Tuesday that the former Minneapolis police officer was justified in his use of force against George Floyd. They also called witnesses to the stand who told the jury about Floyd's past drug abuse.Chauvin, who is white, has pleaded not guilty to murder and manslaughter charges in the case of Floyd, a 46-year-old Black man whose death last summer sparked protests against racism and police brutality around the world.Chauvin's lead attorney Eric Nelson called on Barry Brodd, a use-of-force expert, to testify on Tuesday.BRODD: "I felt that Officer Chauvin's interactions with Mr. Floyd were following his training, following current practices in policing, and were objectively reasonable."His testimony contradicted several prosecution witnesses, including the city police chief, who said earlier in the trial Chauvin had no justification for kneeling on Floyd's neck for more than nine minutes.Seeking to challenge the claim that Chauvin's use of force was justified, Prosecutor Steve Schleicher got Brodd to agree that Chauvin continued restraining Floyd even after he had stopped resisting.SCHLEICHER: "From this point and to the point at which the EMTs arrive, tap on the defendant's shoulder and take Mr. Floyd, place him onto the gurney, from this point to that point, Mr. Floyd wasn't resisting, was he?"BRODD: "No."Chauvin's defense team also sought to highlight Floyd's apparent drug abuse history to argue that he died of an overdose, rather than lack of oxygen caused by Chauvin's actions, as the prosecution contends. One of their witnesses was retired paramedic, Michelle Moseng, who treated Floyd after he was arrested in 2019. Moseng said that Floyd told her he consumed opioids and that he was addicted.Tensions surrounding the trial are running high this week after another Black man, Daunte Wright, was fatally shot by a police officer during a traffic stop, just 10 miles away from where Floyd was killed, in a suburb of Minneapolis.
