The agency emphasized that such “medical examinations” in the temporarily occupied territories are a fiction, which the invaders use to further abduct Ukrainian children.

“No medical examinations are actually conducted, but children are given fictitious diagnoses, and this is used to take them to Russian medical facilities for treatment,” the report says.

The NRC added that this procedure is an integral part of Russia’s state policy aimed at the genocide of Ukrainians. The Russian government allocated more than RUB 1.4 million ($18,200) this year alone for such “medical examinations.”

“Children’s Ombudsman” of Russia, Maria Lvova-Belova is in charge of this process.

The Hague-based International Criminal Court issued arrest warrants on March 17 for Russian dictator Vladimir Putin and his “children’s rights ombudsman,” Maria Lvova-Belova. They are both wanted for the forcible abduction of children from Ukraine to Russia.

The Parliamentary Assembly of the Council of Europe passed a resolution on April 27 which recognized the forced abduction of Ukrainian children by Russia as genocide.

Russians have kidnapped almost 20,000 Ukrainian children from occupied Ukrainian territories.

Ukrainian President Volodymyr Zelenskyy signed a decree on Feb. 26 imposing sanctions against Russians involved in the abduction of Ukrainian children.
