Gilbert's Rock Ventures misses date to hand over new Wayne County jail

Dan Gilbert's Rock Ventures missed another deadline this week for finishing the new Wayne County Criminal Justice Center, pushing the county's expected move-in date into the fall.

Gilbert's firm, under contract to build the new jail and courthouse complex in Detroit, was to turn over the completed center to the county by Tuesday. The planned handover, however, did not happen, two Wayne County commissioners told the Free Press on Thursday.

Commission Chair Alisha Bell said Rock Ventures was given another 45 days to finish the justice center and complete the handover.

"The next steps are they are supposed to get it done as fast as possible," Bell said.

Once the handover happens, the county will have six months to move all its offices and operations into the new complex. Bell said the county is aiming to complete that move by Oct. 15.

The county had been planning for a late July or early August move in.

A county administration representative did not respond to an inquiry regarding the Gilbert organization's stated reasons for the postponement.

Gilbert's firm missed an early February deadline for showing "substantial completion" of the justice center, meaning roughly 95% to 98% done. At the time, county officials said they considered the March 14 handover date for the center as a more important deadline.

A representative for Bedrock, Gilbert’s real estate firm that ordinarily handles the organization’s properties and construction projects, did not respond Thursday to a request for comment.

The new Criminal Justice Center, located just north of downtown off I-75 and East Warren, has five new buildings: a courthouse to replace the Frank Murphy Hall of Justice, a new adult jail, a juvenile detention facility, an administration building and a utilities building. The project's general contractor is Barton Malow.

An attorney for the county told members of a commission committee last month that Rock Ventures was getting close to completing the center, but still had some interior work and various mechanicals and electricals to do.

"For the most part, we are pretty much done with the exterior of each building and the interior is between 90% and 95% complete for each building as well," the attorney, Carter Fisher, said at the time.

Costs for the new center had reached nearly $609 million as of December, up from an original $533 million. Under a 2018 deal, the county's financial contributions were to be capped at $380 million — with Rock Ventures responsible for remaining costs and cost overruns.

The county has some additional responsibility for various change orders, site remediation costs and a utilities facility. Details of those costs weren't available this week.

Once the county moves into the new justice center, Gilbert is to take over the old Frank Murphy Hall of Justice, the juvenile detention center and the Division I and Division II jail site.

The chief executive for Bedrock told Crain's Detroit last month that the company plans to demolish those existing justice center buildings.

In 2018, the county struck a deal with Gilbert for the new justice center after abandoning plans to build on its own a $300 million jail along Gratiot in downtown because of spiraling costs.
