South Dakota Gov. Kristi Noem's speech during the 2023 NRA Convention in Indianapolis included a surprise signing of actual legislation.

The governor signed an executive order that blocks state agencies from contracting with large banks that discriminate against firearm-related industries.

Gov. Kristi Noem's speech

Noem spoke for approximately 25 minutes on Friday during the three-day event that features exhibitions, live speakers and demonstrations on gun safety and firearm products. She focused at times on how the NRA isn't just old white men, who she made time to shout out to a loud applause, but it's also people like her.

She described her childhood as having guns all over the house and in the family vehicles, and reminisced on hunting trips being a key part of bonding with her father.

She also made time to decry President Joe Biden.

"Why do the liberals and Joe Biden want our guns?" she said. "Because it will make it easier for them to infringe on all our other rights."
