Governor grants partial pardon to former ODU student serving 10 years in prison for crash that left a man severely disabled

Gov. Ralph Northam on Monday issued a partial pardon to a former Old Dominion University student sentenced last year to 10 years in prison for a multi-car crash that left a New York man severely disabled, according to the young man’s attorney.

Matthew Rushin, now 22, is expected to be released sometime in early 2021, according to a news release provided by defense attorney Mirian Airington-Fisher.
