Pat Connaughton's Three Leaf Partners' proposed apartment complex in Grafton is facing more opposition from officials over its revised proposal, even after slimming down the project since last fall.

Three Leaf Partners submitted a new proposal for the Grafton Triangle at the northwest corner of 17th Avenue and Washington Street for review at the Tuesday, Jan. 24 plan commission meeting.

The new proposal includes reducing the number of units by 25%, from 180 units to 135 units. Changes also include added sidewalks, landscaping and increased parking to 165 underground spaces and 51 surface spaces.

The proposal also includes 4,600 square feet of commercial space on the ground floor. Commercial tenants had not yet been identified, according to the proposal.

"We tried to address as many concerns as possible," said Three Leaf Partners Vice President Joe Stanton at the meeting. Top concerns from residents included traffic, noise pollution, parking, light pollution and green space, he said.

Grafton officials reviewed and discussed the revised proposal during the plan commission meeting. They did not vote on the proposal.

"You're trying to shoehorn a project into an area that doesn't fit," said Plan Commission Chair Jim Brunnquell during Tuesday's meeting. "This project will not work as presented."

"Overall, the density still concerns me," said Plan Commission member Brittany Hess. There was no public comment on the proposal during the meeting.

The village received several emails opposing the proposal, Community Development Director Jessica Wolff said at the meeting. Following the review and discussion, attendees applauded the plan commission's opposition of the plan.

The plan commission told the developer they are free to resubmit another revised proposal. It is unclear if the developer will continue to pursue the project.
