Ground leases at airport, TRA improvements on City agenda

Feb. 2—The Huntsville City Council will get a presentation from Trinity River Authority (TRA) to discuss future improvements to the City's water system at the first meeting in February.

The meeting will begin with the TRA Workshop at 5 p.m. Tuesday, Feb. 6, at the Huntsville Public Library, 1219 13th Street. The main session will begin at 6 p.m.

Among the many items on the agenda, Council will consider authorizing ground leases for hangars at the Bruce Brothers Huntsville Regional Airport. Also up for consideration is the creation of a Municipal Utility District to be known as Evergreen Hills MUD No. 1.

In the development world of the city, councilmembers will also consider a resolution in support of an application to the Texas Department of Housing and Community Affairs for a 9% housing tax credit to fund a rehabilitation of MillPond Living at Huntsville (formerly known as Cedarwood Apartments) at 2201 Bobby K Marks Drive. A second resolution was removed asking for support to fund the development of Ardent of Huntsville.

The Council will get straight to work with nine consent agenda items, including but not all inclusive:

the correction of minutes already approved;

a 5-year contract with Sky Wonder Pyrotechnics for 4th of July celebration, to increase from $30K to $34K over the span of the contract;

consider adopting Resolution 2024-3 authorizing the City Manager to apply for and accept, if awarded, funding under the General Victim Assistance Direct Services Program in the amount of $97,783.00 ($19,556.60 city match share) to support the Victim Services Coordinator;

consider a resolution to apply for and accept funding under the FY25 Criminal Justice Program to continue digital evidence management;

consider adopting a resolution to apply for and accept funding under the FY24 State Homeland Security Program (SHSP) — LETPA Projects in the amount of $50,000.00 ($0 city match share) to purchase Flock Safety LPRs for two years via subscription;

award a contract to Branch Construction Company for the installation of two 30" Line Stops and one 30" Gate valve at Palm Street Water Plant for the amount of $265K; and

enter into an agreement with Metroclean to provide janitorial services for the City of Huntsville facilities, with the total contract cost of $226,250, including:

* Monthly Cleaning Service to include quarterly deep cleaning of each restroom facility for $212,350,

* Additional Floor Services (Stripping, Waxing, Carpet Cleaning) for $5,000,

* Additional Funds for backup services for the Police Department and Fire Station #2 (in case the current team member takes leave) for $2,400, and

* Consumables (paper products, soap, etc.) for $6,500.

This new contract with Metroclean will be active from Feb. 26 to Dec. 31, 2024. Metroclean provides janitorial services for the following facilities: City Hall, City Service Center (two buildings, new and existing), Warehouse offices, Solid Waste Offices, the Wynne Home, Main Street office, and the Sam Houston Statue/Visitor Center. It should be noted that the Police Station and Fire Station #2 are serviced by a full-time City staff member.

The Statutory Agenda was amended Friday afternoon to remove a resolution and add a first amendment to the development agreement with Forestar Real Estate Group.

In Executive Session, the Council will hear about the legal activity regarding Architects Design Group/ADG, Inc. from the City Attorney Leonard Schneider.
