Harrison: It's going to take more than enforcement to address crime

With more than 300 homicides in a year again, Baltimore's new mayor and the police commissioner say reducing the number is possible if the city changes the way it attacks the problem. Baltimore Police Commissioner Michael Harrison told the 11 News I-Team Tuesday that Baltimore is among a handful of cities that has actually seen a reduction in crime this year. Still, no one argues the city's rate is way too high.
