Here's what you need to know about the Spartanburg County Council '23-24 budget plan

Spartanburg County Council is expected to pass a $289 million budget for the 2023-24 fiscal year with no tax increase but a $12 hike in the landfill fee during the meeting on Monday, June 19.

The spending plan is $23 million higher than the $266 million operating budget for 2022-23, with revenues expected to be 8% higher this year and 5% higher next year, according to Finance Director Lisa Benfield.

The property tax rate remains at 52.1 mills and taxpayers will again see a debt service levy of 6.7 mills on their bills to repay a total of $60 million the county borrowed for road projects.

County Council previously passed the first and second budget readings.

The budget includes $689,329 for a new pet resource center; $11.6 million for the Spartanburg Community College Fund; $2.8 million for the Charles Lea Center Fund; and $19.6 million for the county library fund.

Also to be included on residential tax bills is a landfill service charge of $74, which is $10 more than the fee for 2022-23. County officials said the fee was raised to cover increasing landfill costs.

All permanent county employees will receive a 3% cost of living increase, as well as an extra 1% for law enforcement personnel, including employees of the Solicitor's Office. The county will pay 3.7% more for health insurance, with no increase to employees.

New positions to be added in the coming year include Sheriff's Office investigators, home detention officers, a grant writer and maintenance personnel for the new county courthouse.

County Council also plans to give final approval to a $108.3 million capital improvement budget for 2023-24 that includes spending $50.9 million on roads. The capital budget is nearly double the $57.6 million capital budget for 2022-23.
