German defense contractor Rheinmetall and the state-owned Ukrainian Defense Industry (Ukroboronprom) have established a joint venture, Ukrainian Prime Minister Denys Shmyhal said on Oct. 24.

●      Ukrainian man arrested in Russia for allegedly attempting to poison flight school graduates

In Armavir, Russia, a native of Melitopol tried to poison military pilots with a cake in an attempt allegedly organized by Ukraine’s SBU security service, the Russian newspaper Kommersant alleged on Oct. 24.

●      Hungary blocks $534 million in EU aid to Ukraine, again – report

The Council of the European Union has failed to agree on a EUR 500 million ($534 million) tranche of military aid to Ukraine, due to Hungary blocking the motion, RFE/RL journalist Rikard Jozwiak reported via Twitter on Oct. 23.

●      Russia's top envoy to EU alleged to be a spy — Der Spiegel

European Union countries have expelled hundreds of diplomats for spying for Moscow. Russia's top representative to the European Union, Kirill Logvinov, may also be a spy, according to a joint European media investigation published by German news outlet Der Spiegel on Oct. 24.

●      State Department comments on questions about redirecting arms meant for Ukraine to Israel
