Holmes County agrees to extend sewer line to expanding Troyer Manufacturing plant

MILLERSBURG − Commissioners accepted a sewer agreement with Troyer Land LTD, (Troyer's Manufacturing) to extend the sewer line from Berlin Township to the Troyer plant on County Road 625 in Hardy Township.

The company has agreed to pay for the two-mile sewer project, which will enable other businesses such as Carter Lumber along the state Route 39 corridor between Millersburg and Berlin Township to hook on.

"There will be many people that will benefit from this," said Commissioner Joe Miller, who noted the company will make up some of its costs from hook-up fees. The county will receive the user fees.

County Engineer Chris Young explained the process and design for this project has been under consideration for nearly four years. The county will oversee inspection and Troyer's will take care of paying the bills and handle all the paperwork for the project.

Philip Yoder, facilities manager for Troyer Manufacturing, said the company has received approval from Ohio Department of Transportation for the installation of the sewer lines, but they are still waiting for the permit from the Environmental Protection Agency.

Continued growth creates the need

Yoder noted the need for the sewer has risen out of the planned expansion that will nearly double the size of Troyer's 100,000-square-foot manufacturing facility. The company has outgrown its facility in Millersburg (also known as Amish Wedding Foods) at the west end of town, and is planning a 70,000-square-foot expansion at the County Road 625 facility.

Yoder hopes to have the final approval from the EPA within a week or two so they can begin work on this project.

"I want to say thank you to Troyer's," Commissioner Dave Hall said. "Company's along this corridor will have opportunities to hook on and expand. I think this is an important piece of our growth planning, and I appreciate their willingness to partner with the county."

Bid approved for wastewater treatment plant project

Commissioners received three bids for the Berlin Wastewater Treatment Plant influent sewer replacement project and after review and recommendation from Young, accepted the bid from Kinsey Excavating and Trucking in the amount of $545,210 to replace the main feeder line.

The engineer explained that the main feeder line is an 8-inch pipe and is not big enough to handle the projected volume from the continued growth in the Berlin Township area. The line will be replaced with a 12-inch pipe going into the plant.

"We've never worked with Kinsey before, but I talked with people I know who have, and I trust they'll do a good job," Young said. "They've done some work for the sewer district in Tuscarawas County."

Commissioners also accepted the bid of $7,856 from M&T Forest Products to remove the fallen timber from the Holmes County Home. A number of trees were knocked down from high winds from the storm last summer.
