House lawmakers override Gov. Scott over noncitizen voting

The Vermont House has overridden vetoes from Gov. Phil Scott of two bills allowing Montpelier and Winooski to let noncitizens vote. The Senate is expected to follow Thursday, then take up a new measure establishing a statewide rental housing registry.
