Housing complex proposed in New City at DeCicco's strip mall

Rockland developers are considering options for a new luxury housing development in a New City shopping center.

Rockland Business Journal reported that two developers, NewCo Development LLC, who currently owns the Clarkstown Plaza on South Main Street in New City, and Bridon Realty Co., LLC, met with the Clarkstown Technical Advisory Committee on Sept. 19 to propose their idea for a redesigning of the Clarkstown Plaza, including a six-story luxury residential development.

The Clarkstown Plaza currently houses stores and restaurants like DeCicco's Family Market, Clarkstown Pharmacy, Pet Palace and Rocco's Pizza.

The plan, called New City Living, would transform the strip-mall and an adjacent office building property into a residential area. The developers are looking to knock down the former Clarkstown Bow-Tie Cinemas, the City Diner and other adjacent store fronts to make room for the complex, but the blueprint indicates that retail stores will still be included on the property.

The plan shows that developers plan to keep part of the existing strip on the right side, which currently wraps around the entire property. Parking, separate retail stores and a proposed drive-thru fast food restaurant would go on the right side of the property. DeCicco's Family Market is expected to remain open and add a mezzanine level.

The apartment complex would include 152 units; 71 one-bedroom apartments, 81 two-bedroom apartments, and "seven to eight" affordable units, according to the Business Journal. Also included are a swimming pool and other amenities.

The plan has not yet been approved by the Clarkstown Technical Advisory Committee, which deals with zoning and development in the town. The advisory committee said that the plans will stay with the Technical Advisory Committee as a proposal until all materials are ready for the Planning Board.
