New housing projects are on its way in Sturgeon Bay. Here's what to know.

STURGEON BAY - Some relief for longstanding housing shortages in the city, including affordable housing, is on the way.

Sturgeon Bay officials have in recent years worked to attract housing developments, and the results are starting to be seen with 294 units of apartments and townhouses recently opened, under or about to start construction, or awaiting final permits to begin construction.

And not quite half of those − arguably 136, maybe a few more − plan to set monthly rents at levels that would qualify for many middle-class workers in Door County as affordable housing, defined as rent or mortgage payments (including utilities) that are 30% of the household's gross income. For someone grossing $3,000 a month, $900 would be considered affordable rent or mortgage.

"The nice thing is, there's quite a range from lower end to higher end stuff," said Marty Olejniczak, Sturgeon Bay community development director. "There are so many different types of projects with rents more on the affordable side and more on the luxury side."

Olejniczak also noted the competition from the new affordably priced developments could cause existing apartment and townhouse owners to lower their current rents when their tenants find the new units more attractive or more affordable.

Here's a quick look at seven recent, ongoing and upcoming housing projects in Sturgeon Bay.

Harbor Ridge, 416 S. Grant Ave.

Lexington Management of Green Bay developed these 14 one- and two-bedroom townhouses just off State 42/57 that Olejniczak said are very similar to the Harbor Winds development next door on Sycamore Drive. He said he believes they're filled up or close to full. Lexington's website says units feature attached garages, direct entry, in-unit washer and dryer and luxury plank flooring, with rents from $1,150 to $1,500 a month.

Bay Pointe Apartments, 6451 Sawyer Drive

This project by DuQuaine Development of Green Bay features 68 units in three separate buildings north of the Target retail store on property that spans the city of Sturgeon Bay and the town of Nasewaupee. Olejniczak said the city is likely to try to annex the part that's now in Nasewaupee.

One of the buildings is completed and occupied, and Matt Musbach, developer for Duquaine, said the other buildings are scheduled to open June 15 and Aug. 15. The units are one- and two-bedrooms, ranging from 560 to about 1,100 square feet with rents from $995 to $1,295. Musbach said Duquaine owns additional land in the area that could be turned into more housing if market conditions warrant it.

"There's other (housing) projects being built out there," he said. "But (the land) has potential for future development."

The Peninsula Apartments, 901 W. Spruce St.

Also next door to Target, east of the store off Duluth Avenue, is the fifth housing development built in the city by PRE/3 of Brookfield. It'll have eight 12-unit buildings for a total of 96 units of around 1,100 square feet, all with two bedrooms, two bathrooms, fireplaces and a number of other high-end amenities. The company is on track to open the first of the eight buildings Aug. 1 and plans to stagger the openings over the next year or more. Rents are slated to be $1,350 to $1,395 a month.

SCS Sunset Estates, 845 N. Eighth Ave.

Four buildings offering a total of 26 units are being developed by S.C. Swiderski LLC of Mosinee at the site of the former Sunset Elementary School. There will be two eight-unit buildings, a four-unit building and a six-unit building, with the the four- and six-unit blocks described as kind of townhouse-style units with separate driveways and their own attached garages.

"They almost look like overgrown duplexes," Olejniczak said about the four- and six-unit blocks.

The first building is expected to be ready for occupancy this year, possibly this summer, Olejniczak said. They're two- and three-bedroom spaces of between 1,039 and 1.360 square feet with private laundries among the amenities, and while Swiderski's website says rents are to be determined, Olejniczak said the developer indicated a range from $1,200 to $1,500 a month.

Apple Tree Terrace and Cherry Tree Terrace, 1048 Egg Harbor Road

Green Bay-based Realtor Doreen Phillips, who developed the Maritime Heights townhouses next to the former Sunset School (and just added another 10 units to the 34 that previously were open there), is behind this plan for 68 townhouses that will be immediately to the west of Cherry Point Mall.

This project is in its early stages, with DNR approval and early permits for preliminary work having just been given. The plan is for 68 two- and three-bedroom townhouses with access from Egg Harbor Road and Alabama Place (the latter requiring a new road).

Phillips said the units will offer 950 square feet for the two-bedrooms and 1,150 feet for the three-bedrooms, with rents planned to be $895 to $1,195 a month. She said it's important to her to develop affordable housing in Door County.

"I'm trying to help the workforce," she said. "With the tourism and the shipbuilding, there's so many worker bees up there but just not many affordable places for them."

The Muse, North Third Avenue and Jefferson Street

After redeveloping the former Door County Advocate building on North Third into a gallery space, Third Avenue PlayWorks offices and second-floor apartments, Shirley Weese Young received approval from the city to put up a mixed-use building on the downtown space that formerly housed Moeller's Garage and most recently was a parking lot.

Olejniczak said the plan calls for a performing arts space, music school and public restrooms on the lower level with 11 efficiency apartments above them. He said while the city approved the plan, no permits have been issued so far, but he anticipates work on the site to start in June. A tax incremental financing district (TID) was formed by the city to help the project. Rents are expected to start at $770 a month.

Estes Investments, North 14th Avenue

Another housing project in the early stages is a plan by local developer Estes Investments to build a 22-unit development across 14th Avenue from Tadych's Marketplace. Olejniczak said sewer and water improvements were just approved by the DNR, and he anticipates work will start on the site this year. He said the project calls for a mix of one- and two-bedroom units that originally were planned as rentals but might instead become condominiums.
