John Barlow retires as administrator at Muncie Sanitary District, replaced by Rick Conrad

MUNCIE, Ind. — John Barlow, top administrator at the Muncie Sanitary District, retired Friday after 41 years with the District.

Barlow dedicated more than four decades to the Sanitary District, beginning in 1982 as a laborer in the Water Pollution Control Facility, according to a press release from Muncie City Hall.

His "hard work and dedication" eventually earned him a position as superintendent of that facility, the release said.

Barlow accepted the role of District Administrator in 2020, and devoted himself to improving the public image of the Sanitary District. Under his guidance, MSD has built community relationships and updated programs connected to customer service.

The city administration says the work culture and environment inside the district greatly improved under Barlow.

He is replaced by Rick Conrad, who served as director of the Bureau of Water Quality at the district. Conrad has also been a longtime employee, starting as an intern at the Bureau of Water Quality nearly 25 years ago.
