Kansas woman alleging dorm rape uses legal loophole from the 1800s to convene own grand jury

Madison Smith alleges consensual sex with a former friend turned into assault when she attended Bethany College in Kansas. The county attorney refused to file rape or sexual assault charges in Smith's case, but a former detective found a legal loophole from the 1800s to get her case heard in front of a grand jury.
