KCSO asks for public's help to find missing teen with special needs

Sep. 23—The Kern County Sheriff's Office is looking for the public's help to locate a teen who was reported missing.

Abel Ortega was last seen 3 p.m. Thursday in the 400 block of Linda Vista Drive. He is described as a 17-year-old Hispanic boy, 5 feet, 10 inches tall, 140 pounds, with black hair and brown eyes. The boy was last seen wearing a neon green T-shirt. He is considered at risk because he has the mental capacity of a 4- to 6-year-old, according to the KCSO news release.
