Kentucky Senate District 4 GOP primary: Robby Mills fends off challenger Roxan Ashby

HENDERSON, Ky. — Incumbent Robby Mills easily fended off a challenge from fellow Republican Roxan Ashby in the Republican primary for the District 4 Kentucky Senate seat Tuesday evening.

As of 8:30 p.m., Mills had a lead of 3,279, or nearly 77% of the vote, to 995, or 23%, for Ashby, a political newcomer. District 4 consists of Henderson, Union, Webster and Hopkins counties.

Mills will face Bruce Pritchett, the lone Democratic candidate for the seat, in November.

The incumbent has held the state Senate seat since January 2019. Among his priorities if reelected are continuing business growth in the region in the midst of opportunities created by the I-69 Ohio River Crossing project. Mills, 55, is also an advocate for rural broadband internet projects and for reducing the state personal income tax to zero.

Mills co-sponsored Senate Bill 83, commonly known as the "Save Women's Sports Act" which became law earlier this year. The law prohibits "male-born" athletes from participating in women's and girls' sports. He also wants increased parental rights when it comes to school choice and school curriculum. He calls these movements a "pushback against woke culture."

"These are big issues in rural America, and people are concerned about them," he said. "I want to make sure those voices continue to be heard."

Ashby, 57, is a registered nurse and certified case manager at Baptist Health Deaconess of Madisonville making her first step into the political arena. She called herself a "concerned citizen," particularly over public health and what she sees as a loss of personal freedoms in that regard, as well as a state education system she believes is falling behind.

"I've dedicated my whole life to serving my community and helping people. ... I just wanted to take that to the next level so I decided to run for office," she said.
