Mount Carmel Health System and the city of Dublin are continuing to discuss a proposal to build a 30-bed in-patient hospital and medical office building on 35 acres at Emerald Parkway and Interstate 270.

“It is Mount Carmel’s intent to deliver high-quality care to Dublin residents (while) we continue to be in discussions with city officials on next steps,” Samantha Irons, a spokeswoman for Mount Carmel Health System, said Aug. 29.

Irons told ThisWeek that Mount Carmel Health System, for now, will not need to rebid for the construction of the hospital and medical office building, a potential that Mount Carmel indicated was possible Aug. 4 at the Dublin planning and zoning commission.

Denny Freudeman, president and CEO of Delaware-based Hplex Solutions and project manager for Mount Carmel Health System's proposal, said the 44 conditions put in place by the commission posed a challenge.

Those conditions include changes to the proposed building’s brick parapets, revisions to windows, changes to landscaping plans and other changes to vehicle access, parking, building materials and appearances, according to the planning report.

But Irons said Aug. 29 that discussions are continuing.

Dublin city officials say the city is working with Mount Carmel Health System toward an agreement.

“(Dublin) remains committed to engaging with Mount Carmel Health System to bring their innovative, patient-centered care to our community in the development of a high-quality health campus that aligns with Dublin’s standards for exceptional living,” Megan O’Callaghan, deputy city manager, chief finance and development officer, said Aug. 30.

Approval of the final development plan was the last step in a process Mount Carmel began last year.

Dublin City Council April 25 unanimously approved a preliminary development plan and the rezoning of 35 acres from a restricted suburban residential district to a planned-unit development that was required for the construction to advance to consideration of a final development plan.

Prior to that, the planning and zoning commission March 3 unanimously approved a recommendation to City Council to approve the preliminary development plan and the rezoning of the 35-acre parcel.

It was first presented in November 2021 as a concept plan.

If built, the hospital would front Bright and Sawmill roads, Emerald Parkway and Interstate 270.

The first phase is a connected 230,000-square-foot, 4-story hospital wing and 2-story medical office wing. A second phase calls for the construction of an 84,520-square-foot detached medical office building, as well as completion of the hospital’s fourth floor that would be built but not occupied in the first phase, according to Dublin’s planning department.

The community has one other large hospital, OhioHealth Dublin Methodist Hospital, at 7500 Hospital Drive, just off U.S. Route 33 in northwest Dublin.

Dublin Methodist opened in 2008.
