Harlem Turner, president of Elks Lodge, notified police of a rope found hanging in a tree on the property that appeared to be tied to look like a noose, according to LPD.

Detectives are actively investigating the incident, LPD spokeswoman Stephanie Kerr said. It is too early to determine whether there will be any applicable charges.
