Legislative Black Caucus of Maryland unveils ambitious agenda

The Legislative Black Caucus of Maryland is pushing an ambitious agenda in Session 2023 that includes issues surrounding recreational cannabis, education, Black wealth, health and housing. The caucus wants to stop allowing police to search a person or their vehicle if the officer smells marijuana during a traffic stop. In 2020, Maryland's highest court ruled that the smell alone is not probable cause, but caucus leaders do not believe that goes far enough. Caucus members are also seeking more diversity in teaching, and in a separate bill, they want to double funding for the Maryland Student Loan Tax Credit Program.
