Legislative Education Study Committee meets in Alamogordo

The New Mexico Legislative Education Study Committee met at The Tays Center in Alamogordo

The Committee will meet through July 29 in Alamogordo, though its summer meeting schedule includes communities throughout the state.

Alamogordo Public Schools Superintendent Kenneth Moore, Alamogordo Mayor Susan Payne, New Mexico State University-Alamogordo Vice President of Student Success Anne Ricksecker, Cloudcroft Municipal Schools Superintendent Tana Daugherty and Las Cruces Public Schools Superintendent Ralph Ramos attended the meeting.

During the welcome portion of the meeting, Moore touted the progress Alamogordo Public Schools has made in the past few years improving its F-rated high school to third best large high school in New Mexico.

Payne spoke about Alamogordo's partnership with Holloman Air Force Base, the Dudley School renovation, Alamogordo MainStreet's economic development and the expected completion date of the Bonito Lake reconstruction project.

Bonito Lake was one of the primary water sources for Alamogordo and Holloman Air Force Base prior to the Little Bear Fire in 2012. The Bonito Lake project is expected to be completed in September.

Ricksecker spoke about technological innovations available for students learning remotely, teletherapy for those in need of that service, the availability of scholarships and other financial aid including Pell Grants and Opportunity Scholarships.

The Legislative Education Study Committee was expected to discuss the Extended Learning Time Program, landscape of public education and budget considerations and capital and programming needs for Career Technical Education (CTE, formerly known as vocational technical education or vo-tech) during its three-day.

The Extended Learning Time Program adds 10 days to the school year for qualifying schools.

Alamogordo Public Schools attempted the Extended Learning Time Program in the 2020-2021 school year but decided to return to a regular school calendar for 2022-2023.

The landscape of public education and budget considerations discussion is expected to cover sustainability, capacity building, flexibility and responsiveness. The discussion is expected to cover economic trends, the Martinez-Yazzie sufficiency lawsuit and disparities in student opportunity.

The CTE capital and programming needs discussion will entail how CTE is funded and why CTE learning costs are generally higher than traditional academic instruction due to the need for specialized equipment and supplies while accommodating fewer students needing additional instructors.

The Legislative Education Study Committee meeting was streamed to the nmlegis.gov webcast page and should be available by Monday, Aug. 1.
