A storage company covered up the granite on a historic Fall River mill. Can they do that?

The 19th-century mill at 288 Plymouth Ave. is looking a bit different these days.

The chief noted that the department is 20-25 officers down, and sited a range of issues, including hiring not keeping up with retirements, and expenses faced by recruits.

But Gauvin also noted another barrier: the physical fitness test.
