Level 1 sex offender arrested for alleged failure to register

Sep. 20—A sex offender convicted on child rape charges in Lewis County in 1990 is in custody at the Lewis County Jail for allegedly failing to register.

The offender, Raymond E. Woodbury, 50, is listed on the state registry as level 1, meaning he is considered unlikely to reoffend.

He was convicted on one count each of first- and second-degree rape of a child in November 1990.

Woodbury's last known address was in the 1400 block of Northwest Kerron Avenue in Winlock, but when a Lewis County Sheriff's Office deputy attempted to verify that address on June 2 after Woodbury allegedly failed to confirm his registration, the current occupant said "his mother moved into this mobile home approximately 9 months ago and he has never heard of Raymond Woodbury," according to court documents.

Deputies reportedly attempted to verify Woodbury's residence multiple times between May 31 and June 2, according to court documents.

Woodbury was previously convicted on a failure to register charge in 2007.

The Washington state sex offender registry lists Woodbury as "noncompliant" and notes he "moves without notification."

Woodbury was charged with one count of failure to register as a sex offender on Aug. 24 and a $25,000 arrest warrant was issued that same day.

He was arrested and booked into the Lewis County Jail at 1 p.m. on Sept. 17, according to jail records.

While defense attorney Rachael Tiller provided the court with Woodbury's current address and asked Lewis County Superior Court Judge James Lawler to allow Woodbury to be released on unsecured bail, Lawler denied the request.

"Given that he's alleged to have not reported as long as he has, I'm not going to grant unsecured," Lawler said during Woodbury's preliminary hearing in Lewis County Superior Court on Monday, Sept. 18.

Lawler opted to slightly decrease bail from the amount listed on the warrant, setting it at $20,000.

Arraignment was scheduled for Thursday, Sept. 21.
