Liberty Mutual marketing two-building Dover campus for sale after exiting city

DOVER — Two Liberty Mutual Insurance buildings, vacated in January after the company announced it was moving its Dover-based employees to its Portsmouth offices, are now being marketed for sale.

The company's properties at 100 Liberty Way (known as Dover East) and 150 Liberty Way (Dover West) do not have a formal asking price, and are free and clear of existing debt, according to a listing by Manchester brokers Cushman & Wakefield.

Once qualified investors have an opportunity to review the offering materials and tour the campus, a formal "call for offers" bids will be accepted, according to Liberty Mutual spokesperson Glenn Greenberg.

The properties have an assessed value of nearly $70 million, according to city records.

Liberty Mutual has a long association with Dover and Portsmouth. Dover East at 100 Liberty Way was built in 1997 and Dover West at 150 Liberty Way was built in 2007. A tech center printing facility at 50 Liberty Way was built in 1996 and is not part of the sales listing. The Portsmouth location on Borthwick Avenue was built in 1972.

The two Dover buildings listed for sale total 585,000 square feet on approximately 222 acres of land, according to the marketing sheet from Cushman & Wakefield. Dover East is 235,000 square feet and Dover West is 350,000.

The marketing sheet touts the properties for sale as being located a half mile from the Spaulding Turnpike (Route 16), and 1.5 miles from downtown Dover via Sixth Street, as well as accessible from Boston via the Amtrak Downeaster and via C&J Bus.

Dover's city assessor records lists the Liberty Mutual property zone as innovative technology for commercial use. Greenberg said the Dover East and West buildings' tax bill to the city was $1.34 million in 2022.

Greenberg said Monday there are more than 3,000 employees now based in Portsmouth. He said Liberty Mutual has been moving to a hybrid model for several years, with some employees are working remotely full-time.

"We embrace a hybrid working model, blending hybrid, virtual and in-office roles," he said.
