Live Blog: Shreveport city council to vote on a Tax Increment Financing District, more

During the Shreveport city council meeting on Tuesday, July 11, council members voted on issues like allocating $100,000 to the Food Bank of Northwest LA to help with damage from the June 16 storms, establishing a Tax Increment Financing (TIF) District and more.

3:48 p.m. - Council Chairman Green adjourned the meeting.

3:46 p.m. - Councilwoman Taylor asked for an update on protection for the chamber and people being able to freely go throughout Government Plaza. Councilman Grayson Boucher asked to call a meeting with the Public Safety Committee.

3:44 p.m. - Ordinance 70 to amend the official zoning map of the City of Shreveport, LA Unified Development Code by rezoning property located southeast corner of Pierremont Rd. and Southern Ave. passed with six votes.

3:43 p.m. - Ordinance 69 to amend various articles and sections in the City of Shreveport, LA Unified Development Code for the purpose of adding provisions to allow for the extension of a special exception use approval passed with six votes.

3:42 p.m. - Ordinance 68 to amend Section 94-119 of the Code of Ordinances by removing the effluent discharge limit for antimony passed with six votes.

3:37 p.m. - Resolution 97 to recognize John Earl Scotto, Jr. passed with six votes.

3:37 p.m. - Resolution 96 congratulating the LSU men's baseball team for winning the 2023 Men's College World Series passed with six votes.

3:34 p.m. - Resolution 95 dedicating the 500 Block of Sassafras Ave. in honor of Habakkuk "BayBay" Terrell was postponed with six votes.

3:32 p.m. - Resolution 94 to authorize Danuta, LLC at 372 Flournoy Lucas Rd. to make a connection to the City of Shreveport Water and / or Sewer System passed with six votes.

3:30 p.m. - Resolution 92 to allocate additional funds to the Food Bank of Northwest LA to address the needs of citizens impacted by the severe storm damage on June 16 passed with six votes.

3:26 p.m. - Resolution 166 to establish a Tax Increment Financing (TIF) District has been postponed until the second September meeting of the city council.

3:17 p.m. - Ordinance 71 to amend the 2023 general fund budget to pay for the cyber security monitoring bill that is currently 30 days overdue. Cyber security is not handled in-house, and the company is used to monitor things like breaches. There was an increase in the cost of services that the security team was unaware of and currently, they are past the 90-day extension by 30 days until this ordinance is approved. The ordinance was added to the agenda with five votes.

3:12 p.m. - Councilman Jackson is now in attendance in time to recognize and honor the life of John Earl Scotto Jr. who served as the first District E Councilperson from 1978-1986 and serving as Chairman in 1983. Scotto is remembered for his tenacity and willingness to be the first to ask tough questions on the council.

3:04 p.m. - Councilwoman Tabatha Taylor invited Andrew Wilson to speak on the importance of counseling in regard to the July 4 shooting in the MLK community. Wilson commented that PTSD is "quite serious" and informed the council on how trauma can lead to addiction, maladaptive behaviors, depression, anxiety and many other mental illnesses. He is helping gather resources for those affected to be able to do crisis intervention and counseling for those who need it. On Saturday, July 15 at Lake Bethlehem Church there will be a meeting to organize these services.

3:03 p.m. - Council members Ursula Bowman and Alan Jackson are not present.
