LIVE BLOG: Shreveport City Council to vote on police budgets, street repairs and more

During the Tuesday, August 8 city council meeting hot topics included amending the 2023 budget to help fund the Shreveport Police Department and street repairs, levying and authorizing the collection of various taxes to pay principal and interest on outstanding general obligation bonds and more.

4:02 p.m. - Council meeting adjourned.

3:55 p.m. - Councilman Dr. Alan Jackson retorted that not all of the council members are in favor of Blue Line Solutions and that the reason he didn't support the amendment because it only went towards the police whereas the original ordinance went to police and fire. Jackson stated he wants to address not just the crime issue, but the ongoing fire issues.

3:52 p.m. - Councilman Jim Taliaferro made a comment about the failed amended ordinance 78. The ordinance was about the money received by Blue Line Solutions tickets in school zones. Taliaferro stated that this money should be going back into public safety and not be up for grabs for other things. The ordinance unamended would be going to other issues.

3:51 p.m. - Ordinance 82 amending the Code of Ordinances of the City of Shreveport to add a division 12 to Article V of Chapter 26, relative to the creation and establishment of a Public Safety Special Revenue Fund passed with seven votes.

3:50 p.m. - Ordinance 81 Zoning Case No: 23-98-C an ordinance to amend the official zoning map of the City of Shreveport Unified Development Code, by rezoning property located northwest corner of Creswell Avenue andHerndon Street, Shreveport, Caddo Parish, La., R-HU Highland Urban Conservation Residential Zoning District to R-HU Highland Urban Conservation Residential Zoning District (PUD) Planned Unit Development District passed with seven votes.

3:49 p.m. - Ordinance 80 Zoning Case No: 23-94-C an ordinance to amend the official zoning map of the City of Shreveport Unified Development Code, by rezoning property located westside of Woolworth Drive, approximatelyeight hundred and seventy-five-feet south of Shirley Francis Road, Shreveport, Caddo Parish, LA., from R-A Rural-Agricultural Zoning District to I-1 Light Industrial Zoning District passed with seven votes.

3:48 p.m. - Ordinance 79 to amend Sections 90-520 and 90-521 of the City of Shreveport, Louisiana, Code of Ordinances, relative to the hearing officers for electronic traffic enforcement passed with seven votes.

3:47 p.m. - Ordinance 78 to amend portions of Article XIII Electronic Traffic Enforcement Section 90 of the City of Shreveport, Louisiana, Code of Ordinances failed with three votes in favor. The unamended ordinance goes up for vote and passes with four.

3:46 p.m. - Ordinance 77 levying and authorizing the collection of a tax of 9.040 mills per dollar on all property subject to ad valorem taxation within the bounds of the Downtown Development District, of the City of Shreveport,Louisiana, as defined by LA. R.S. 33:2740.38, for the year 2023, in the amounts and for the purposesdescribed herein passed with seven votes.

3:45 p.m. - Ordinance 76 levying and authorizing the collection of a tax of 11.3180 mills per dollar on all property subject to ad valorem taxation within the City of Shreveport, Louisiana for the year 2023, for the purpose of payingprincipal and interest on the outstanding general obligation bonds of the City of Shreveport passed with seven votes.

3:44 p.m. - Ordinance 75 levying and authorizing the collection of various taxes totaling 17.770 mills per dollar on all property subject to ad valorem taxation within the City of Shreveport, Louisiana, for the year 2023, in the amountsand for the purposes described herein passed with seven votes.

3:43 p.m. - Ordinance 74 authorizing an encroachment into the City’s public right-of-way located at 813 King Place, as more fully described herein, and to authorize the mayor, or his designee, to execute an encroachment permit with JDRO Properties, LLC was moved to postpone. The postponement passed with seven votes.

3:42 p.m. - Ordinance 73 amending the 2023 Community Development Special Revenue Fund Budget passed with seven votes.

3:41 p.m. - Ordinance 72 amending the City of Shreveport, Louisiana, 2023 Capital Projects Fund Budget, appropriating the funds authorized passed with seven votes.

3:39 p.m. - Ordinances on second reading and final passage are up for vote.

3:36 p.m. - Resolutions not to be adopted prior to August 22, 2023 are up to vote.

3:34 p.m. - Resolution 106 authorizing the Mayor of the City of Shreveport to sign an approval of the assignment by Cypress Energy Partners, LLC of an oil and gas lease to Paloma Natural Gas, LLC passed with seven votes.

3:33 p.m. - Resolution 105 granting a variance from certain provisions of Chapter 34 of the Code of Ordinances relative to flood hazard prevention passed with seven votes.

3:32p.m. - Resolution 104 authorizing the acceptance of a donation from the North Shreveport Business Association Foundation, Inc. passed with seven votes.

3:31p.m. - Resolution 166 of 2021 in support of and establishing a Tax Increment Financing (TIF) District, a proposed public improvement district, wholly within the city limits of the City of Shreveport has been postponed until September of 2023. Passed with seven votes.

3:12 p.m. - Public comments open.

3:07 p.m. - North Shreveport Business Association representatives come up to announce they are hosting the first annual "heroes career fair" to recruit candidates for the Shreveport police, fire, city marshal and Caddo Parish sheriff's office on September 16th.

3:06 p.m. - The city council meeting begins, and all council members are present except for Councilman Dr. Alan Jackson.
