Two statewide ballot questions pass by large margins

Voters resoundingly approved two statewide ballot questions that affect debt limits for municipalities and certain school districts.

One will give the state’s 57 small-city districts more spending leeway for construction work and other projects by removing an outdated constitutional provision that set their borrowing limit lower than that of other school systems.

Their debt limit will now be the same, enabling them to accrue debt up to 10% of the total tax value of properties in their district. Beneficiaries are districts that contain cities with fewer than 125,000 people, including White Plains, Utica, Newburgh and Binghamton.

The other proposal that voters approved will renew for 10 years a temporary constitutional provision that enables local governments to exclude sewer projects from their debt limits. Exempting those large expenses from their limits frees up borrowing rooms for other priorities.

That exclusion began in 1963 but must be renewed every 10 years.

Family Court judge race sees longtime judge lose

Tuesday's race for Monroe County Family Court included two incumbent judges among the four candidates for two seats. One judge won, based on unofficial results, while one didn't.

The victorious judge was the one with about three months of experience on the bench, while the one with 20 years of experience finished third, according to the results. Absentee vote counts will be totaled in the days to come.

Democrats win control for first time in 30 years

After two years on the short end of a power-sharing agreement between President Sabrina LaMar, a Democrat, and the Republican caucus, Democrats burst through on election night by holding onto a key swing district in Irondequoit and flipping another in Perinton.

Those results, together with LaMar's primary loss, should mean a 16-13 advantage in the Legislature for the Democrats. Together with County Executive Adam Bello's resounding victory over Republican Mark Assini, it will mean Democrats' first governing advantage since the late 1980s.

What questions will NY voters answer on November ballots?

New York voters will decide on two proposed tweaks to the state constitution in November, each dealing with the amount of debt that local governments and school districts can accrue.

One proposal would remove a relic from the 1950s that set lower borrowing limits for small-city school districts than for all other school systems. Approval by voters would end that disparity and give 57 districts more spending leeway for construction projects.

The other referendum would extend for 10 years a key exception to the debt limits for counties and municipalities. If approved, their limits would continue to exclude bond debt taken on for costly sewer projects.
