November election story:
An outdoor stage has been ready in Wilmington since the night of the election, waiting for Biden to speak if he is projected the winner of a race where early voting, mail ballots and COVID have meant that counting has taken longer than normal. Also, it's been tight in many battleground states between Biden and President Donald Trump.
But now Joe Biden has been called the projected winner of the presidential election by all major news outlets.
When will he speak? Media reports say 8 p.m. EST.

This is a quick Tweet by the Harris campaign:
This election is about so much more than @JoeBiden or me. It’s about the soul of America and our willingness to fight for it. We have a lot of work ahead of us. Let’s get started.pic.twitter.com/Bb9JZpggLN

A nation has kept the radio and cable TV running in the background while the outcome of voting in some states — particularly Pennsylvania, Nevada and Arizona — was getting closer to clarity. Small batches of votes have been carefully counted, in some places on video screens so that the media and the public can see election workers do their jobs, with full transparency.
Per campaign, Kamala Harris will also make remarks tonight, ahead of Joe Biden's primetime speech.
For context, it's not typical for the VP nom to make remarks (Biden himself didn't in 08 and 12), but Harris as the first WOC on a major party ticket, is a historic moment.— Deepa Shivaram (@deepa_shivaram) November 6, 2020

The excitement was palpable this weekend outside the secure zone of the Chase Center, where Biden is expected possibly Saturday. Passing the time near their parked cars Friday, supporters held signs and American flags, while exchanging shouts of, “It’s gonna be a great day” and “Here we go, guys!”
Here's a photo of what the stage looked like this week outside the Chase Center:
As the sun sets in Wilmington, the Biden stage is coming to life. New bunting, illuminated stars, neon signs aglow. After more than a year of being in control, the Biden campaign is waiting. They don’t know when or if, but are getting ready if this stage is needed tonight. pic.twitter.com/fYOFaz3bAk

Harris will speak before Biden, another aide confirmed. Although it’s not customary for the vice presidential candidate to speak at an address of this sort, Harris would be the first woman and first Black vice president in history. Black voters in Detroit, Philadelphia, Atlanta and Milwaukee have been credited with pushing Biden closer towards the presidency.
Washington Post reports the Secret Service is sending reinforcements to Wilmington this morning to increase protection of Joe Biden amidst the possibility he may declared the winner of the election and deliver a major speech as early as Friday.
